A historic player in broadcast transmission, TDF operates and manages telecommunications and broadcasting infrastructure, secure networks, and connectivity services across France (with nearly 10,000 sites).
To meet the demands of its clients—including France Télévisions, Radio France, and telecom operators—and ensure optimal service continuity, TDF must guarantee very short response times in the event of antenna failures. To achieve this, the company relies on around fifteen strategically located warehouses across the country, stocking a wide variety of spare parts for a highly diverse equipment fleet.
Until recently, the management of these spare parts inventories relied on an in-house Excel/VBA tool. While functional, this tool had become difficult to maintain and update, particularly due to the growing complexity of TDF’s operations (diverse equipment, 5G expansion, private mobile network development, etc.).
TDF sought to professionalize its inventory management with a more robust, scalable solution tailored to its specific needs. Unable to find an off-the-shelf solution capable of addressing its logistical and organizational constraints, the Logistics Performance Management Department turned to a custom-built alternative.
EURODECISION’s approach—combining proven expertise in decision mathematics and operations research, deep knowledge of supply chain optimization, and software development skills—won over TDF’s teams.
By late 2023, an initial study and prototyping phase (2–3 months) had precisely defined requirements, identified business constraints, and laid the foundation for a tailored tool. These workshops also had an internal structuring effect, helping TDF teams clarify their processes and rethink their organization. Data reliability improved by adjusting parameters such as lead times and service levels while accounting for demand variability. The proof of concept particularly highlighted opportunities to rationalize inventory by significantly reducing safety stock in local warehouses and increasing it in the central hub.
Impressed by EURODECISION’s pragmatic approach and critical analysis of business data, TDF entrusted them with implementing a **net requirements planning (NRP)** tool. The new solution automatically recommends which parts to stock and optimal inventory levels for each warehouse, factoring in failure history, equipment criticality, response times, part value, and customer service levels. Development followed an Agile methodology with strong involvement from TDF’s IT department, aligning with their technical environment and constraints.
Deployed in April 2025 and integrated into TDF’s information system, the tool is now used weekly by multiple team members. Beyond serving as a powerful inventory management system—freeing TDF staff to focus on core activities—it also helps demonstrate the company’s stock management policy to clients. TDF is already exploring ways to enhance the solution with new features, extend its use to other logistical needs, and interconnect it with additional enterprise tools.
